Photoshop Pro is a good programme to make face changes.
But if you tried to add eye-liner to your photos you'd just make it look a bit stupid really. :| everybody would be able to tell that you'd done that.
You can probably get a trial version of Photoshop Pro somewhere, it lets you smooth your skin, add tan, and edit colours.
