Okay, well its pretty hard to just tell you exactly how to do it.
A visual would be much easier to follow and understand.
So Id suggest watching videos on youtube how to do it.

Applying eye liner is tricky. Sometimes you need to be careful because i cant tell you how many times i have poked myself in the eye with the pencil (lol). Anyways i prefer the pencil over the liquid simply because the liquid seeps into your eye after it has been applied! The pencil is much easier. You just simply guide the pencil on the outside of your bottom eye lid. If you have smaller eyes than you dont want to apply to much eye liner because this will create the look of chinky eyes, which will make them look squinter and smaller. Eye liner isnt sticky its just messy sometimes. Good luck and im sure you will look beautiful!
im not a beauty expert or a makeup artist but i know a little. well u know what? its ok if u got small eyes cuz that just means you need to use less! the liquid eye liner is only sticky if you touch it when it's trying to dry. most people try the eye pencil for the smoky look and the liquid for just the contour and then wear eyeshadow. so i sujjest a good eye pencil. hope i helped!
I use both.
For your bottom just pull down the skin below your eyelid very gently and run the pencil on the area where your eyelashes start.
I use liquid on the top and flick it up slightly at the edges, but it really depends on what you prefer the look of. Close your eye and (pulling the skin slightly taught) run the eyeliner as close to your eyelashes as you can manage. Experiment with both pencil and liquid to find which you like the best. :]
For smoky eyes I'd reccomend pencil though, since you can smudge it slightly in with whatever colour you're creating the 'smoke' with e.g. black. Lots of mascara too. ;]

what you do is get the soft stick and run it across the bottom lid of your eye. dont poke your eye with itt!

okay first off
your gonna have to use pencil eyeliner first
you can use liquid but i wouldnt do it if you cant use pencil first.
First apply eye shadow, then move on to apply eye liner.
Position your lining device. Hold the lining device as you do a pen or pencil. Turn your hand so the applicator tip is parallel to your eyelid.
If you are in the beginning stages of makeup application, do not use liquid eyeliner.....It can get you real upset.....It's kinda tricky....try it later on after you get the hang of things a little. Instead start with an eyeliner pencil.
Step-1. Using an eyeliner pencil, run the pencil above the upper eyelid lashes right close to the lash line. At first it is best to only line directly above where the lashes are growing, do not extend your line too close to the inner corner of the eye, it might not look right. You can play with extending the liner line later when you feel a little more comfortable with eye makeup.
Step-2. When you have finished lining, lightly smudge the line you just drew. Mostly pencils have a foam rubber smudger on one end. Smudging softens some of the harshness the line may have, in other words, blend the line in a little so it dosen't look like a distinct line. A Q-tip works just as well.
Step-3. After you line and smudge, use a small pointy brush and run a coat of the dark eyeshadow over the eyeliner. Do this if the line looks like it stands out too much, it softens it and is a ';must do'; step for liquid liner.
and if you must use liquid eye liner do it over top of the pencil eye liner so you have a guide for it... and I wouldnt recommend putting liquid eyeliner on the bottom of your eye.. just top.
Don't use liquid cause it can mess up your eyes, and use an eye pencil.
No, eyeliner is not sticky, just draw a line on your lash lines (bottom) with your eyeliner pencil then keep experimenting.
TIP: Don't go to sleep with it on, and when you are applying a new application, make sure your face is clean.
eye liner shouldnt be sticky but if u want de smoky look de liquid would pob be de best ....
ta apply liquid u u close your eye, (if u need to, hold it shut) then u take a little bit of liquid eye-liner and streak it across your eye lid, starting from the outside. just make sure that when u spread it across, u do that right where ur eye lid meets ur eyelashes. the trick is to make ur eyelashes lok darker and bigger, not to use it as eyeshadow! the less u put twords the center of ur eye. the bigger your eyes will look

slighy hold yr lower lid down nd draw aline on your bottm lid , ull need ta go ova it a few times ta get a dakrer look nd then u can ge t a brush (if u want) nd rub it along it ta smuge it slightly ..
