Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.
Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.
Line the lower lids. Moving from the outside edge inward, draw a line on the outer two-thirds of the lid or more, depending on the look you're going for. Your line should be slightly thicker at the outside corner, becoming thinner as it moves in toward your nose. Using your brush or pencil, lightly stroke the area. depends what eyeliner your using, liquid, pencil or felt tip.
for me, i never use liquid for beginners even now i am not really comfortable in using them but i must admit they do last longer that pencil though (unless you cry that is). but on the top eyelid i would suggest to use felt tip eyeliner like the bourjois paris liner feutre, it's so easy to control its just like drawing a line with a felt tip! and for pencil it's best to use a good brand eyeliner like dior or it will smudge easily.
the best way is to hold one eye down when its closed and whether your right arm or left arm use that hand to apply the eyeliner, try not to blink whilst applying the bottom.WHAT IS THE BEST WAY TO APPLY EYE LINER? I FIND IT REALLY DIFFICULT ;-(?
just go along the top and bottom lashes.
dont go into the corners of your eyes, that looks tacky.
keep practicing and make sure you dont cake it on.

If you're a beginner on applying eyeliner I'd suggest using a eyeliner pencil or gel eyeliner, it's way easier!
When I started using eyeliner I used a liquid one and it was so difficult so I decided to buy gel eyeliner and it's so much easier! (=

look down, and if you need to gentle hold your eyelid, start drawing the line from the middle, then to the outer corner, then finish the inside.

Well, just practice.
When I first started, I just put it on, then corrected it with a baby wipe.
You can get an angeled brush and use eye shadow, that's a great way. It also comes off easier if you need to correct it.

im an expert,lol one of the best in my school. just apply inside the bottom lid for something casual. but for some thing flirty and smoky. get the liner and line both lids. in and out. =)
