What is the best way to apply cream eye liner with a liner brush?

You can most definitely get different effects using liner. Where you start the liner on your eyes will give you a different effect rather than if you start at the inner corner of the eye. For myself I prefer to start my liner closer to the center of the eye and work my way upwards at a slight angle to add fullness the outer corner of the eye. It looks more subtle that way as well.
