well,depends on the kind of eyeliner(liquid or pencil) and really, how you want it to look


there isnt one definite way


i just experimented until i got it right

make sure it is COMPLETELY dry before closing or opening your eye(depending on which way you do it and where)

Get a pencil from Urban decay. Those ones are great and just practice until you get the look you want.
