The best way you can learn how to apply makeup is if you go to www.youtube.com and enter makeup and you will find tons of videos on people showing other people how to put on makeup. Good luck:):):):)
Stick with neutral colours close to your skin tone. Black eyeliner is dramatic, and liquid liners are very conspicuous.

Apply a base colour to the lid (I use a taupe colour, and I have a medium-dark skin tone) and highlight the brow bone just under the eyebrows.

Be warned: if you haven't done your eyebrows in a while, the hairs will look like they got klieg lights shone on them, so keep up with the grooming (this I learned the hard way).

Once you have the base out of the way (at most, you'll have a bit of a shimmer from that), use a neutral colour (browns, skin-like pinks, just not electric blue or something like that) on the lid. Just keep to the natural shape of your lid using a simple shadow brush.

Using a darker neutral, use a crease brush (looks essentially like a regular paint brush, and is very precise) to apply that to your eye crease. Don't press to hard. You don't want a line, you want a gradient from the lid to the crease.

Using your highlighter colour and crease brush, apply the highlight to the inner corners of your eyelid ending just before the nose bridge. While barely noticable, it makes the eyes pop.

IF you are going to use liner, you have options:

1) pencil

2) liquid

3) cream

4) shadow

The pencil and liquid are simple. The pencil should be sharp but not too sharp as it could crumble and get into your eyes. If you need to, pull the skin on your eyelid taut and trace lightly over the lid line (don't go into the waterline- it's too dramatic). You can skip the bottom lid if you want; I never do it, but I also have very thick eyelashes. Stick with either brown or brownish-black.

You will need a very precise brush for cream and shadow. For eyeshadow, wet the brush slightly and get the edge of the eyeshadow (you can wreck good eyeshadow otherwise). Wipe off the excess on the back of your opposite hand (now you have a palette! hooray!) and work from the inside out, lightly tracing the lid.

For a cream liner, just skip the water, you don't need it. Cream liner tends to be longer lasting. Shadow liner is to pencil as cream is to liquid. Logically. Either way, stick to neutrals of brown and brownish black.

You can use mascara, though waterproof is more intense colourwise. I use a brownish-black, not a straight black, when I want a more natural look.

If you want a primer, I suggest shopping around for what works for you (just keep the receipt so you can return what doesn't) or even a basic foundation. I personally cheat and use vaseline (yes, my skin is that dry).
ok so for eye liner take it. if its a pencil then run it under a flame quickly to make it soft. if its one of those ones that goes on easy then just go. pull the bottom eye lid down so theres a little ridge thats usually hid by ur eye. rub the eye liner along it and thats it.
